SECRET.

With reference to his communication of the 11th ultimo, the Commissioner of Weihaiwei presents his compliments to the Under Secretary of State for the Colonies and begs to inform him that the accompanying cover, enclosing Secret Circular of the 22nd January last, reached him open.

It was contained in a sealed bag with the other documents detailed in the Schedule of the 29th January last. The seal of the bag was intact and there was no sign of any of its contents having been tampered with.
